Overview

This is a brief explanation of how the registry works. For more detailed information, please visit our FAQs.

To access the registry, your organization must designate someone as your Authorized Representative and create a profile. You will need to identify your organization as a Seller, Telemarketer, or Service Provider (TM/SP), or as Exempt. See "Registering and Subscribing to the Registry" for more.

Once your organization has created a profile, you can choose which area code subscriptions you want. After you subscribe, your organization will be given a Subscription Account Number (SAN).

Being an Authorized Representative

Each organization must designate someone as their Authorized Representative. This person will be responsible for most of the administrative actions that are required on the registry, which includes the following responsibilities:

  • Create a profile for the organization that includes identifying information about the organization, including contact information and officially designating yourself as the organization's Authorized Representative.
  • Certify that your organization will comply with the requirements of the National Do Not Call Registry.
  • Manage your organization's Representative and Downloader passwords.
  • Subscribe to area codes for your organization, and submit payment if you have subscribed to more than five area codes (and if your organization is not Exempt). For more specific information about the costs of subscribing, click here.
  • Serve as the point of contact for your organization when submitting requests to the Help Desk, or when a representative from the registry needs to contact your organization directly.
  • Serve as the point of contact for law enforcement purposes.
  • Download phone numbers on behalf of the organization.
Being a Downloader
  • An organization can designate one or more individuals as a "Downloader", but only one person can log in using the password at a time.
  • The organization can only enter one Downloader Email Address on their profile.
  • The designated Downloader(s) will be issued the Downloader password, which will give them access to the Download Phone Numbers section of the registry only.
  • Someone using the Downloader password can perform Full List or Change List Downloads or Interactive Phone Number Searches.
  • If someone who has access to the designated Downloader Email Address logs in with the Downloader password and requests a Change List Download, the Change List email will be sent to their email address.
Creating a Profile
  • Enter information about your organization, and the organization's Authorized Representative.
  • NOTE: If your organization has had a profile on the registry in the past, you should use that profile to access the registry rather than creating a new one. You can contact the Help Desk at tmhelp@donotcall.gov for the Organization ID of your old account and for information on how to reset the passwords for that account. Please give us your complete Organization Name and Address to the Help Desk so that they can identify your old account.

    Please note that if your old account has been permanently deactivated for lack of use, you will need to create a new profile on the registry if you want to access data or to obtain a new, current Subscription Account Number (SAN).

  • When your profile has been completed, make sure to document your account information (Organization ID, Representative password, and Downloader password). They will not be sent to you by email.
    • When you get a confirmation email, click on the link in the email to access the registry for the first time. If you do not receive the confirmation email within one hour, please contact the Help Desk at tmhelp@donotcall.gov. Please remember to include your Organization ID.
    • Log in with your Organization ID and the Representative password. Until you log in through the link in the confirmation email, your account will not be active, and you will not be able to log in to the registry.
Subscribing to Area Codes
  • If you have not designated your organization as Exempt, and you subscribe to more than five area codes, you must pay for your subscription. (The first five area codes in a subscription are free).
  • Subscribe to the area codes you want.
  • Wait for your subscription to be activated (if this is the first time you have subscribed to area codes and you have subscribed to five or fewer area codes, it may take up to one business day to process your subscription).
  • Once your subscription has finished processing, your SAN will be issued, and you may now download phone numbers from your area code subscription lists, or use the Interactive Phone Number Search module to look up phone numbers.
